1. Introduction
Many countries have given their best efforts to activate the technological innovation required for fostering the growth dynamics of the future, in response to their planned development to the advent of the knowledge-based era and fierce global competition.
However, the technological innovation environments of small and medium-sized enterprises in Korea are becoming deteriorated, so the environments function as the unfavorable factor of our economy.
Technology itself has been considered as the important profit-generating resource as well as the enabler of productivity. Thus, advanced economies have developed cutting-edge technologies and tried to protect their rights of technologies, such as patent protection against their potential competitors. On the other hand, China has emerged as the factory of the world and has expanded its technology investments based on the economic effect of scale and its accumulated production experiences. While the technological threats from both the developing and advanced countries to our economy increase, the economic polarization between large and small companies, or between export and import companies, becomes apparent in Korea.
