Event Report

KIET and the Vietnam Institute of Strategy and Policy for Industry and Trade (VIOIT) held the fifth KIET-VIOIT Workshop in Hanoi on October 29, 2026, with presentations on nuclear power, semiconductor supply chains, supporting industries, and digital transformation.

Since signing a memorandum of understanding (MOU) in 2022, VIOIT, a major policy research institute under Vietnam’s Ministry of Industry and Trade, and KIET have kept up a close policy exchange, holding a joint workshop every year. With US–China strategic competition intensifying and global supply chains being reshaped, Vietnam—a key production base for Korean industry and Korea’s third-largest trading partner—is growing in strategic importance. Against that backdrop, the two institutes built the fifth workshop around the theme “Strengthening Cooperation in Industrial, Energy, and Trade Development between Vietnam and South Korea.” The workshop opened with remarks by Nguyen Khac Quyen, Deputy General Director of VIOIT, and Doohee Lee, KIET’s Vice President for Research.

Nguyen Khac Quyen chaired the first session. Trinh Quoc Vinh, a researcher in VIOIT’s Energy Research Division and Deputy Head of its International Cooperation Department, looked at how Vietnam could pursue nuclear power by drawing on Korea’s experience, and KIET Research Fellow Byungyul Park examined how Korea’s and Vietnam’s semiconductor supply chains are linked and set out options for industrial cooperation. KIET researcher Temin Lim and VIOIT researchers Tran Manh Thiem and Nguyen Tuan Minh joined as discussants, and the session went into detail on cooperation in energy and in key supply chains. Vice President Doohee Lee chaired the second session. Pham Ngoc Dung, a researcher in VIOIT’s Market Forecasting Department, presented on Korea–Vietnam cooperation in developing supporting industries, from training workers in core process technologies to localizing value chains, and KIET Senior Research Fellow Sanghoon Kim spoke on deep tech, digital transformation, and energy efficiency from the standpoint of Vietnam’s industrial policy. KIET Team Leader Hyun Seok Kim and VIOIT researchers Trinh Quoc Vinh and Tran Manh Thiem served as discussants.

At the workshop, experts from both countries shared policy insights on subjects ranging from supply chain links in key and advanced industries, such as semiconductors and core process technologies, to nuclear power, energy efficiency, and digital transformation. KIET plans to continue its joint research and policy exchanges with VIOIT, both to respond actively to shifts in the global trade environment and to build a firmer policy basis for deepening Korea’s industrial, energy, and trade cooperation with Vietnam, a key partner.
